要将核废水倒进太平洋?日本网友:应受全世界谴责!

距离福岛第一核电站泄漏事故发生已经过去了9年。但福岛产生的核污水问题,却始终是悬在日本政府头顶无法忽视的一把利剑。
泄露事件发生后,东京电力公司将这些放射性污水储存在核电站厂区的存储罐内,并进行净化处理,至今已经累积了123万吨。
随着储存空间的逐渐减少,东电公司最近已经拉响了“警报”:厂区可用储存空间2022年夏天就将用尽。
接下来,这些核污水该“何去何从”?
16日,日本内阁官房长官加藤胜信在记者会上宣称,福岛核污水的处理已经“不容拖延”,日本内阁将在10月下旬做出正式决定,将核污水直接排入大海。日本经济产业大臣梶山弘志也在同一天表示政府会“尽快确定”。
两位大臣的集中表态,似乎表明了日本政府对这一做法已是下定决心。
The Japanese government has decided to release treated water containing radioactive substances from the Fukushima Daiichi nuclear plant into the sea, Jiji news agency, Kyodo news and other local media reported on Friday.
A formal decision is expected to be made within this month, the reports said, ending a seven-year debate over how to dispose of the water used to cool the power station that suffered a core meltdown in a 2011 earthquake.
Tokyo Electric has collected more than a million tonnes of contaminated water since the plant was crippled by the quake and the following tsunami.
The treated water is currently kept in a thousand huge tanks at the Fukushima Daiichi site.
Plant operator TEPCO is building more tanks but all will be full by the summer of 2022.
排污入海到底是 “别无选择”还是“蓄谋已久”?
多年来,围绕如何处理这些核废水,日本政府和东京电力公司可谓绞尽脑汁,不少科学家贡献了一系列处理方式,包括新建储水罐、排入大海、蒸发后排入大气、埋入地底等,但始终没有讨论出一个理想的解决方案。
最终,“排污入海”成了首选。
尽管东电公司也强调,通过净化设备处理的核污水,除了一种无法通过过滤去除的放射性物质——氚以外,基本能够达到排放标准。但一些专家通过对处理后的核废水研究后发现,处理过的水中不仅有氚,还有碳14、钴60和锶90等大量放射性物质残留。
对此,日本政府又辩称,这些废水会稀释40倍后再排放,“这是对自然环境影响最小的处理方式”。
然而,稀释后的污水就没有放射性物质了吗?这样的说法连日本网友都不买账。
The panel has been discussing how to dispose of the liquid for years and no deadline has been set for it to report to the government.
An extensive pumping and filtration system is in place at the plant, which each day brings up tonnes of newly contaminated water and filters out almost all radioactive elements.
Discharging it into the environment could trigger protests however -- not only from local fishermen and farmers but also from neighboring countries.

还有不少日本网友也对政府的草率决定表示了强烈反对:
“我是日本人。问题在于日本人根本没把这个问题当回事。这才是症结所在!我们使用了福岛发的电,所以我们必须把污水留在日本,而不是向外排放!!!!!”
“希望日本政府受到全世界的谴责。”
其他国家的网友也坐不住了,要知道,排污入海不仅关系日本人民的生命安全,更将影响全人类。
“日本此举非常短视,泄露的辐射还没有完全消散,任何程度的扩散行为都将使问题加剧。”
“国际社会应该强烈反对这种做法。污染物会在整个地球上扩散!!!”
对于日本政府的这一贸然决定,各国主流媒体第一时间进行了报道,字里行间充满了担忧。

受地理位置影响,韩国一直密切关注日本核废水的后续处理。在日本高官发声当天,韩国外交部第一时间作出回应,宣布启动跨部门应对机制。
Chinese Foreign Ministry spokesperson Zhao Lijian on October 19 stated at a regular press conference: “The radioactive leak caused by the meltdown of the Fukushima nuclear power plant has had profound impact on marine environment, food safety and human health. We hope the Japanese government will act with a high sense of responsibility towards its own people, neighboring countries and the international community, conduct thorough assessment of the possible effect of treatment process for tritium-contaminated waste water from the Fukushima nuclear power plant, disclose relevant information in a voluntary, timely, strict, accurate, open and transparent manner, and make prudent decisions after full consultation with neighboring countries.”
